I believe this requires mountable volumes & suitable sources. USB 3.0 devices are backwards compatible to USB 2.0, but they don't always play well with the older USB device drivers that are embedded within your Mac's firmware. So then I start the Disks utility and set it to Automatic Mount Options "On" and reboot. If your backup volume appears, select it and proceed with the startup process.
